A new study finds that enrollment in Pennie is declining.
Pennie is the state-run health marketplace, where people can enroll in healthcare plans.
But, following a federal decision to end subsidies, there was an 8 percent drop in enrollment according to the Independent Fiscal Office. That works out to a drop of nearly 40,000 people.
